To Review the Relationship
Between Boy Scout Troop 9
And The Chapel of the Cross

This committee is being formed by the Senior Warden to clarify the relationship between Boy Scout Troop 9 and The Chapel of the Cross.

Over the years, our group memory grows dim. The only known codification of the relationship is the Annual Charter Agreement between the parish and the Occoneechee Council of the Boy Scouts of America and the implicit inclusion in the parish budget and the parish Annual Report. Each of us carries a slightly different understanding of the various roles and responsibilities that are involved.

The Senior Warden and the Scoutmaster met on Friday 17 January 1997 as part of the annual charter renewal process for the troop. At that time it was agreed that we would form a committee to review the relationship between the troop and the parish and to bring the results of this review to the vestry by the May vestry meeting. The committee is to be constituted as follows: the scoutmaster as member ex officio and as a member of the youth ministry committee; John Risk, appointed by the Rector as the parish's Institutional Representative; Kent Mullikin as vestry representative to youth ministry; Jim Paulsgrove, parent, parishioner, and troop treasurer; Tom McKeon, parent, parishioner, and troop committee member; Mark Williams, parent and parishioner; Chris Fitzsimons, parent and parishioner; of and one or more other representatives to be named from the parish youth ministry committee. In broad brush, the Senior Warden's charge to the committee is to review the governance of the parish's scout troop and present to the vestry the various operating agreements, policies, and guidelines under which the troop operates, along with any recommendations for change or clarification.

It is proposed that we assemble and circulate relevant documentation electronically with review and comments. The committee will meet face-to-face as needed or suggested.

It is suggested that Kent Mullikin, as a member of the vestry, chair the committee.
